Southlake Rep. Capriglione’s bill will position Texas as a leader in responsible AI regulation with groundbreaking legislation

Texas – Texas is moving significantly to position itself at the forefront of artificial intelligence control, therefore influencing the direction of technology inside its borders. Southlake’s State Representative Giovanni Capriglione has presented a comprehensive measure meant to control the use of artificial intelligence and protect personal information. Filed on Monday, House Bill 1709 is expected to be a major focus of the forthcoming legislative session.

The measure lays up a structure that would demand businesses to be open about how they employ artificial intelligence technologies. It presents a set of steps meant to guard personal privacy and avoid algorithmic prejudice. Apart from controlling, the law aims to create an atmosphere fit for the growth of ethical artificial intelligence.

“Artificial intelligence continues to increasingly reshape our daily lives, and we must approach this transformation with necessary care,” stated Capriglione in a press release, adding, “By filing this legislation, Texas is taking a proactive approach to addressing the challenges and opportunities of AI, ensuring that Texas remains a hub for responsible technological advancement.”

Strong rules under the proposed legislation seek to stop artificial intelligence systems from participating in actions deemed invasive or manipulative. This covers bans on social scoring, biometric capture without permission, and creation of deepfakes against state law. The measure also gives free speech a lot of attention, particularly safeguarding legal political expression from being suppressed by artificial intelligence systems.

House Bill 1709 has one of the more creative features—the creation of a “AI Regulatory Sandbox Program.” Under specific exclusions, this program would let innovators test their artificial intelligence technology, therefore creating a secure environment for innovation under ongoing governmental control. The measure also supports training initiatives and educational programs meant to educate Texas workers with the tools required for an AI-driven economy.

Capriglione has been vocal in debates about how artificial intelligence control should be handled going forward. He took part in a session in November on sensible artificial intelligence policies arranged by the Texas Public Policy Foundation. He admitted during this event the difficulties in creating laws that achieve a compromise between the welfare of the people and the business.

“And as you can imagine, it’s hard to come up with a bill that everybody likes, right? The red lines on what people want sometimes contradict with one another,” Capriglione added.

Given that this measure targets a nationwide crackdown on violations of digital privacy, the timing of the bill is also crucial. Two weeks before House Bill 1709 was filed, Texas Attorney General Ken Paxton began an extensive investigation of 15 businesses over their privacy policies, especially with relation to child data security. This research emphasizes the mounting concerns about the way digital era personal information is handled and the companies being probed under HB 4—the Texas Data Privacy and Security Act—and HB 18—the Securing Children Online Through Parental Empowerment Act.

With these recent developments, Texas establishes a potential benchmark for other governments and countries to follow as it moves towards a blueprint for responsible artificial intelligence use.
